While Greenpeace is against nuclear proliferation, they are against efforts to destroy nuclear weapon material.

Activists held ahead of nuclear shipment: http://www.reuters.co.uk/newsPackageArticle.jhtml?type=topNews&storyID=595627§ion=news

CHERBOURG, France (Reuters) - French police have detained a Greenpeace boat and two activists ahead of the arrival of a U.S. shipment of bomb-grade plutonium on two British-registered ships, the environmental pressure group says.

It is part of the U.S. Department of Energy's controversial programme to turn plutonium from the "excess" nuclear warheads into mixed-oxide (MOX) plutonium-uranium enriched fuel.

Critics fear the fuel could potentially be used to build nuclear weapons.

In accordance with nuclear disarmament treaties with Russia, plutonium will be destroyed by fissioning it in commercial reactors. In the future the MOX fuel assemblies will be built at the DOE’s Savanna River site and used in nearby Duke Power reactors. Since the US has no commercial MOX experience (thank you Jimmy Carter), the plutonium must be sent to France to build test assemblies.
