At least 200 containers have fallen off. Three have some hazardous materials inside -- one contained perfume and battery acid, while another contained small car parts...

That container ship that was grounded off the British coast had hazardous materials that are apparently endangering beachgoers. Apparently those steering wheels and exhaust pipes are those hazardous small car parts.

I wonder whether the "battery acid" is in fact inside batteries attached to equipment - the looted BMW bikes, for example. Similarly, the perfume mentioned could be small consumer-sized bottles. It sounds liek the authorities are being overly cautious while the looters know exactly what's going on. (I'm not sure it's correct to call them "looters"; IIRC there's a long tradition of recovered stuff washed up on beaches. "Salvagers" would be more appropriate. Or perhaps "recyclers").

The BBC's take on whether this is looting or salvage.

Which is not very clear. But it sounds like you definitely can't keep the stuff, but may or may not be entitled to a salvage fee, though only if you fill out substantial paperwork.

If the U.K. is like the U.S., after 20 volumes of environmental and legal paperwork, a "free" bottle of expensive perfume becomes a responsibility that would make you wish you had flown to Paris and bought it off the shelf.

The paperwork is just to be legal about salvaging it. You still have to give it back. You may or may not be paid a salvage fee.

Yikes! U.K law is pondersome. From what I read, the government takes control and all parties, in whatever capacity, are required to perform all activities with the consent of the authorities.
